Accessibility Policy

Effective Date: October 1, 2025

Phoenix Legacy Foundation (“Foundation,” “we,” “us,” or “our”) is committed to accessibility, inclusivity, and equal opportunity for all individuals. We believe that every person—regardless of ability, age, or technology—should be able to access, understand, and benefit from the information, programs, and services we provide through our website, digital platforms, and physical initiatives.

Accessibility is not only a legal requirement, but also a reflection of our mission to serve veterans, first responders, children, pets, and the communities who support them. We view accessibility as a fundamental component of our values: compassion, equity, and service.

1. Our Accessibility Objectives

Our objectives are to:

  1. Ensure equal access to digital information, resources, and donation opportunities.

  2. Design and maintain our website in compliance with recognized international accessibility standards.

  3. Regularly evaluate accessibility, incorporating user feedback and evolving technology.

  4. Provide reasonable accommodations upon request to ensure no one is excluded from participating in our mission.

  5. Build accessibility into our organizational culture through training, communication, and accountability.

2. Standards and Guidelines

The Foundation has adopted the Web Content Accessibility Guidelines (WCAG) 2.1, Levels A and AA, as our digital accessibility benchmark. These guidelines are internationally recognized standards that cover:

  • Perceivable: Ensuring content is presented in ways users can perceive (e.g., text alternatives for images, captions for videos).

  • Operable: Ensuring that navigation and functions can be operated using a variety of input methods, including keyboards and voice commands.

  • Understandable: Making content clear and predictable in its operation and presentation.

  • Robust: Ensuring compatibility with a wide range of assistive technologies.

We also strive to meet applicable requirements under the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and Section 508 standards for federal-level accessibility, as appropriate for nonprofit organizations.

3. Digital Accessibility Features

We have implemented the following features on our Site:

  • Alternative text for meaningful images and graphics.

  • Responsive design for use across desktop, tablet, and mobile devices.

  • High-contrast color palettes to improve readability.

  • Semantic HTML structure with properly labeled headings and landmarks for screen readers.

  • Keyboard navigability, allowing users to tab through menus and forms.

  • Closed captioning and/or transcripts for audio and video content, where feasible.

  • Adjustable text size, enabling users to zoom without loss of content or function.

  • Skip navigation links, allowing quicker access to main content.

  • Consistent navigation structure across pages for predictability and ease of use.

4. Organizational Responsibilities

We believe accessibility is a shared responsibility across the Foundation. To achieve our goals:

  • Leadership is responsible for prioritizing accessibility as part of our organizational strategy.

  • Web and content teams are responsible for integrating accessibility principles into design, development, and publishing.

  • Staff and volunteers receive training on inclusive communication and accessibility awareness.

  • Third-party vendors and partners are encouraged, and in some cases contractually required, to follow accessibility best practices when providing digital tools, media, or services.

5. Continuous Monitoring and Improvement

Accessibility is not a one-time effort—it requires ongoing review. We use multiple methods to evaluate accessibility:

  • Automated tools to detect coding or structural issues.

  • Manual testing of pages, forms, and media.

  • Assistive technology testing with screen readers, magnification software, and keyboard-only navigation.

  • User feedback from individuals with disabilities who interact with our Site.

  • Periodic audits by internal staff and, when resources allow, independent accessibility consultants.

6. Reasonable Accommodations

We understand that technology may not always provide perfect access. To address this, we will provide reasonable accommodations when requested, such as:

  • Supplying alternative document formats (e.g., large print, braille, audio recordings, or accessible PDFs).

  • Offering live assistance by phone or email to navigate resources or complete transactions.

  • Making event spaces, community programs, and physical facilities accessible through ADA-compliant design and planning.

Requests for accommodations can be made by contacting us (see Section 9).

7. Procurement of Third-Party Tools and Services

Where possible, we seek to select vendors, partners, and software providers who demonstrate compliance with WCAG 2.1 and accessibility best practices. While we cannot control the accessibility of third-party platforms fully, we review alternatives and work with providers to encourage inclusive design.

8. Training and Awareness

To embed accessibility into our culture:

  • Website administrators and content creators receive guidance on writing alt text, structuring headings, and ensuring clear communication.

  • Staff and volunteers are introduced to accessibility concepts relevant to their roles.

  • Leadership reviews accessibility priorities annually as part of organizational strategy.

9. Feedback and Contact Information

We welcome feedback to improve accessibility. If you encounter issues, need assistance, or require an alternative format, please contact us:

10. Legal Compliance and Enforcement

This Accessibility Policy is intended to align with applicable federal, state, and international accessibility laws. While we cannot guarantee that every page or feature will be fully accessible at all times, we are committed to addressing barriers promptly.

We reserve the right to update this Policy to reflect changes in accessibility standards, technology, or legal requirements.

11. Limitations and Known Issues

At times, accessibility may be affected by:

  • Historical documents or multimedia created prior to the implementation of current guidelines.

  • Third-party widgets or tools beyond our direct control.

  • Limited resources common to nonprofit organizations.

In such cases, we will provide alternative solutions upon request.

12. Future Commitments

Phoenix Legacy Foundation is committed to ongoing improvements, including:

  • Expanding captioning and transcripts for all new video/audio content.

  • Conducting annual third-party accessibility audits.

  • Improving testing with diverse user groups, including individuals with visual, auditory, and cognitive disabilities.

  • Implementing accessibility checklists into content publishing workflows.

  • Exploring certifications and partnerships that validate our accessibility efforts.

13. Policy Review and Updates

This Accessibility Policy will be reviewed at least annually, or more frequently as needed, to ensure it remains current, relevant, and aligned with evolving best practices and laws. Updates will be published on our website, and significant changes will be communicated to stakeholders.

Conclusion

Accessibility is a journey, not a destination. Phoenix Legacy Foundation is committed to ensuring our website, programs, and digital resources are welcoming and usable by all. By working collaboratively with our community, partners, and accessibility experts, we will continue striving toward full digital inclusion for every individual who supports or benefits from our mission.
